Subcommittee on Instruments, equipment and data management

(ISO/TC 113/SC 5)

The Subcommittee on Instruments, equipment and data management of the ISO technical committee on Hydrometry (ISO/TC 113/SC 5) was established in 1981. It is responsible for the standardization of instruments, their performance, data management and related issues.

In December 2021, the secretariat of ISO/TC 113/SC 5 was transferred to China. In September 2022, according to Document No. 129 issued by the Standardization Administration of China (SAC), the secretariat responsibilities of ISO/TC 113/SC 5 were officially assigned to the Nanjing Research Institute of Hydrology and Water Conservation Automation, Ministry of Water Resources.

 

Main Responsibilities:

Under the guidance of the ISO/TC 113 secretariat, the Standardization Administration of China, and other relevant authorities, the subcommittee undertakes international standardization activities in the field of hydrometric instruments, equipment, and data analysis and management. These activities include:

◆ Promoting the initiation, development, and publication of international standard proposals;
◆ Maintaining close communication with the Chair, committee members, and member countries of the committee or subcommittee;
◆ Regularly organizing plenary meetings of ISO/TC 113/SC 5 with participating member countries;
◆ Continuously monitoring the implementation of standards and conducting systematic reviews;
◆ Undertaking other tasks assigned by ISO.

 

Main Objectives:

The secretariat-hosting organization is committed to effectively fulfilling its secretariat duties, organizing the development and revision of international hydrological standards, promoting the internationalization of Chinese technologies and standards, and supporting high-quality development of China’s water resources sector through leadership in international hydrological standardization.

ISO technical committee on Hydrometry (ISO/TC 113) and its five subcommittees

National Mirror Committee

In June 2022, according to Document No. 11 issued by the Standardization Administration of China, the Nanjing Hydraulic Research Institute was approved to serve as the National Mirror Committee for ISO/TC 113 and its five subcommittees. The specific work is undertaken by the Nanjing Research Institute of Hydrology and Water Conservation Automation, Ministry of Water Resources.

As the sole National Mirror Committee for ISO/TC 113 in China, the organization is fully responsible for coordinating and conducting international hydrological standardization activities, including the work of all subcommittees.

Ground water

Standardization of procedures for direct measurement and related inferential method to assess ground water movement, availability, recharge, discharge and aquifer properties.

Main Responsibilities:

Under the supervision and guidance of the State Council’s standardization authority, relevant industry authorities, and local standardization administrative departments, the National Mirror Committee actively carries out both domestic and international standardization work. It provides reference recommendations and technical support for improving China’s national hydrological standard system and advancing the internationalization of hydrological standards.

Specific responsibilities include:

◆ Conducting international standard voting procedures;
◆ Recommending and registering experts;
◆ Proposing international standards;
◆ Establishing domestic mirror working groups;
◆ Organizing Chinese delegations to attend international meetings of ISO/TC 113 and its five subcommittees;
◆ Submitting applications for China to host ISO technical committee meetings;
◆ Taking responsibility for meeting preparation and organization;
◆ Actively fulfilling the obligations of a P-member country on behalf of the Standardization Administration of China.

The committee also works closely with the ISO/TC 113 secretariat, the Standardization Administration of China, and the Ministry of Water Resources on a routine basis.

 

Main Objectives:

The National Mirror Committee remains committed to building a communication platform for research institutes, enterprises, and experts, organizing domestic expert teams to actively participate in hydrological standardization activities, providing professional services for Chinese enterprises involved in international standardization, and supporting high-quality development of the water resources sector.

National Technical Committee on Hydrological Standardization

(SAC/TC 199) and SC 1 Subcommittee on Hydrological Instruments

The National Technical Committee on Hydrological Standardization (SAC/TC 199) was established in January 1993 and is currently in its fifth term. The subcommittee on Hydrological Instruments (SC 1) under SAC/TC 199 was established in 1994 and is currently in its fourth term.

In December 2021, according to a document issued by the State Administration for Market Regulation (Document No. [2021] 341), the secretariat of SAC/TC 199 was transferred from the Hydrology Bureau to the Nanjing Hydraulic Research Institute, with specific work undertaken by Nanjing Research Institute of Hydrology and Water Conservation Automation, Ministry of Water Resources.

SAC/TC 199 is a national technical committee established and managed by the Ministry of Water Resources, responsible for hydrological standardization work nationwide. SAC/TC 199 maintains professional coordination with the ISO technical committee on Hydrometry (ISO/TC 113).

 

Main Responsibilities:

Under the guidance of the State Administration for Market Regulation, the Ministry of Water Resources, and the Nanjing Hydraulic Research Institute, SAC/TC 199 carries out standardization-related work in the hydrological field, including:

◆ Organizing the development, revision, review, and approval of hydrological standards;
◆ Conducting training, promotion, and implementation evaluation of hydrological standards;
◆ Monitoring and studying international standardization trends and developments in hydrology-related fields;
◆ Undertaking other tasks assigned by the Standardization Administration of China and the Ministry of Water Resources.

 

Main Objectives:

The Secretariat-hosting organization is the entity in the industry that simultaneously serves as the international and domestic standardization committee secretariats as well as National Mirror Committee. Leveraging international and domestic standardization platforms, it aims to promote high-quality, dual-cycle development of hydrological standardization at both international and national levels.
