ESCAP/WMO Typhoon Committee 13th Working Group Meeting on Hydrology Successfully Held

From October 22 to 24, the ESCAP/WMO Typhoon Committee 13th Working Group Meeting on Hydrology was successfully held in Nanjing, with the theme "Sharing Standards and Specifications to Support the Four 'Pre-' Measures for Flood Control". The meeting was hosted by the Typhoon Committee, the Information Center of the Ministry of Water Resources, and Nanjing Hydraulic Research Institute (NHRI), and co-organized by the Nanjing Research Institute of Hydrology and Water Conservation Automation, hereinafter referred to as "NIHWA".
From October 22 to 24, the ESCAP/WMO Typhoon Committee 13th Working Group Meeting on Hydrology was successfully held in Nanjing, with the theme "Sharing Standards and Specifications to Support the Four 'Pre-' Measures for Flood Control". The meeting was hosted by the Typhoon Committee, the Information Center of the Ministry of Water Resources, and Nanjing Hydraulic Research Institute (NHRI), and co-organized by the Nanjing Research Institute of Hydrology and Water Conservation Automation, hereinafter referred to as "NIHWA". The working meeting was attended by nearly 70 participants in total from 9 out of 14 Members of the Typhoon Committee, namely: China, Japan, Lao PDR, Malaysia, the Philippines; Republic of Korea, Singapore, Thailand, and the United States, including experts and scholars in the fields of meteorology, hydrology, and disaster prevention and mitigation. LIU Zhiyu, Deputy Director-General of the Department of Hydrology of the Ministry of Water Resources, LIU Jinping, Hydrologist of the Typhoon Committee Secretariat, DAI Jiqun, President of Nanjing Hydraulic Research Institute, and Miyamoto Mamoru, Chairman of the working group on hydrology of the Typhoon Committee, attended the opening ceremony and delivered speeches. LIN Canyao, Party Secretary of the NIHWA, attended the meeting. HOU Aizhong, Vice Chairman of the working group on hydrology of the Typhoon Committee and Director of the Information Center of the Ministry of Water Resources, hosted the meeting.

At the meeting, representatives from China, Japan, Malaysia, South Korea and other countries introduced their respective national technical specifications for hydrological information forecast. All member states delivered reports on the annual implementation of their projects, among which NIHWA presented the annual project of the Training Course on Flood Control, Early-Warning, Forecasting and Hydrological Monitoring for Developing Countries. Meanwhile, the meeting intended to adopt 2 new proposals submitted by NIHWA and the Hydrological Bureau (Information Center) of Huai River Water Resources Commission.
During the international symposium on hi-tech application in hydrological information and forecasting, 6 enterprises and public institutions, including Nanjing Hydraulic Research Institute (NHRI), NIHWA, Shanghai Huace Navigation Technology Co., Ltd, Istrong Technology Co., Ltd, Zhejiang Keepsoft Information Technology Co.,Ltd and Anhui Water Science and Technology Co.,Ltd shared new technologies and their application cases in hydrological monitoring, flood forecasting and early warning. All participants reached a consensus that it is essential to accelerate scientific and technological innovation in hydrology and water resources as well as the development of modern technologies, promote the exchange of new knowledge and technologies in the hydrological sector, and further advance the application and technology sharing of new instruments, equipment and technologies in the field of hydrology and water resources and water environment governance.
This working meeting was held in China for the first time, providing an important platform for policy dialogue and technical exchanges regarding hydrological cooperation in the Asia-Pacific region. In response to the severe water challenges confronting Asia and even the whole world, representatives of all member states put forward constructive solutions, built extensive consensus on the next steps of cooperation among member states, and created new opportunities for regional and global cooperation in the water sector in the future. NIHWA is ready to exchange and share concepts, wisdom and experience in water governance with countries across China and around the world, strengthen dialogue, enhance mutual trust, work hand in hand, and contribute more wisdom and solutions to water governance in China and the world at large.
